This essay makes the case for the 1968 community newspaper Black Newark as an archival site that provides an alternative account of the growth of the Black Power movement in the city of Newark. The issues written about in this radical publication are an abundant resource for historians and researchers of New Jersey culture and Black cultural production in the United States. This essay contests the fact that no books devoted to the history of the Black press in the United States or surveys of African American newspapers make mention of Black Newark. It is the aim of this essay to examine both the 1968 edition of Black Newark and the later 1972–1974 edition of Black New Ark with the express goal of including the publications in the archive of both the history of Newark, New Jersey, and the Black press in the United States.

Abstract More than one million older adults reside in assisted living (AL) communities in America. This figure is projected to double by the year 2030. It is typical for residents in these communities to have cognitive and physical impairments requiring differing levels of care. Due in part to these impairments, it is vital to the health and well-being of residents to participate in meaningful recreational activities. This secondary analysis of ethnographic observations totaling 818 hours and semi-structured interviews with 25 residents enrolled in an NIA-funded study (5R01AG047408) explores in depth barriers and facilitators to activity engagement in a large (90+ bed) moderate-income, all-African-American AL community located in a large urban city in the southern US. Residents range in age from 59 to 103 (mean = 85) and are predominantly female. We linked our findings from thematic analysis to six domains of quality palliative care identified by the 2018 National Consensus Project (NCP) Guidelines for Quality Palliative Care: cultural, physical, psychological, social, structures and processes, and spiritual aspects of care. Key barriers include limitations related to staffing (a low staff-to-resident ratio and high staff turnover) and activities that do not adequately address needs of residents with varying interests and abilities. A robust daily devotion and other activities that incorporate culturally relevant music are activities highly valued by most residents. Implications of these findings contribute to a larger effort to create positive change in the structures and processes of care in AL and can inform best practices for palliative care within these communities.

Abstract Objective The purpose of the current study was to examine the relationship between factors of personality and cognitive health. Methods Two hundred and two participants (M age = 19.51, SD = 3.33; M education = 12.40, SD = .75; 72.3% Female, 55.3% White, 36.0% African American, 4.6% Asian, 4.1% Other) completed the cognitive health questionnaire (CHQ) and a 120-item International Personality Item Pool Representation of the NEO-PI-R (IPIP-NEO) as a part of a larger battery in an institutional setting. A CHQ total score was calculated based on items of four positive factors of cognitive health including social/intellectual activities, nutrition, exercise, and eating habits. Results A multiple linear regression using backwards elimination was calculated to predict scores on the Cognitive Health Questionnaire utilizing the five personality factors of the IPIP-NEO. The overall five-factor regression model yielded a significant regression equation (F(5,196) = 7.76, p < .001), with an R2 of .165. The final three-factor regression model consisting of extraversion, openness, and consciousness yielded significant results (F(3,198) = 12.70, p < .001), with an R2 of .161. Conclusions This exploratory study investigated the relationship between factors of personality and cognitive health. Although a multiple regression model involving all five factors of personality were significantly predictive of cognitive health, the results of this study indicate that greater variance of cognitive health is predicted by extraversion, openness and conscientiousness than neuroticism and agreeableness. Further research should investigate each factor of cognitive health and how these components are predicted by features of personality.

Two trends in the evolution of quality assurance in Canadian postsecondary education have been the emergence of outcomes-based quality standards and the demand for balancing accountability and improvement. Using a realist, process-based approach to impact analysis, this study examined four quality assurance events at two universities and two colleges in Ontario to identify how system-wide quality assurance policies have impacted the curriculum development process of academic programs within postsecondary institutions. The study revealed different approaches that postsecondary institutions chose to use in response to quality assurance policies and the mechanisms that may account for different experiences. These mechanisms include endeavours to balance accountability and continuous improvement, leadership support, and the emerging quality assurance function of teaching and learning centres. These findings will help address the challenges in quality assurance policy implementation within Canadian postsecondary education and enrich international discussions on the accountability-improvement dichotomy in the context of quality assurance.

Une étude empirique de vingt décisions (2004-2020) rendues par le Tribunal administratif du travail (TAT) du Québec en matière de harcèlement psychologique à caractère raciste révèle que plusieurs conditions du recours pour harcèlement psychologique ont conduit au rejet d’une plainte pour harcèlement raciste, alors qu’il est clair que la situation constituait une violation de la Charte des droits et libertés de la personne. Dans de tels cas, le recours à une plainte pour harcèlement psychologique aux termes de la Loi sur les normes du travail (LNT) sert d’éteignoir aux droits fondamentaux des victimes de harcèlement raciste au travail. L’auteure conclut qu’il est urgent de rouvrir un accès au Tribunal des droits de la personne du Québec pour les personnes non syndiquées victimes de harcèlement raciste au travail. Cependant, celui-ci ne doit pas non plus être l’unique forum où il est possible pour les personnes racisées de dénoncer les violations de leurs droits fondamentaux. Une interprétation téléologique des dispositions actuelles de la LNT permettrait aux juges du TAT de tenir compte davantage de la situation précaire des personnes racisées dans les milieux de travail non syndiqués au Québec, et notamment des obstacles importants à la dénonciation contemporaine à l’employeur de conduites racistes ainsi que des effets préjudiciables sur les personnes racisées de telles conduites. De plus, le législateur doit intervenir pour rappeler les spécificités du harcèlement à caractère raciste au sein du régime de la LNT, comme il l’a fait en 2018 pour le harcèlement à caractère sexuel. An empirical study of twenty decisions (2004-2020) rendered by Québec’s Labour Administrative Tribunal (LAT) with respect to psychological harassment of a racist nature reveals that even if the situation clearly constituted a violation of the Charter of Human Rights and Freedoms, the conditions of recourse for psychological harassment have led to dismissal of complaints of racist harassment. When this is the case, filing a complaint for psychological harassment under the Employment Standards Act (ESA) effectively extinguishes the fundamental rights of victims of racist harassment at work. The author concludes that it is urgent to allow access to the Québec Human Rights Tribunal for non-unionized employees who are victims of racist harassment at work. However, this should not be the only forum where racialized employees can complain of violations of their fundamental rights. A teleological interpretation of the current provisions of the ESA would allow the LAT judges to take into account the precarious situation of non-unionized racialized employees in Québec, and particularly the important impediments to prompt reporting of racist conduct to the employer as well as the harmful effects of such conduct on racialized employees. Furthermore, the legislator should intervene to underline the specificities of psychological harassment of a racist nature within the ESA, as was done in 2018 for harassment of a sexual nature.

Se abordan en esta presentación los principales aspectos de la extradición como mecanismo para enfrentar el problema del narcotráfico, desde las acciones que deben ser llevadas a cabo para su aprobación por parte del gobierno colombiano; todo ello, desde el reconocimiento de la importancia de la extradición como instrumento de cooperación internacional desde un contexto histórico y legal, con el cual se identifican patrones que describen su funcionamiento y determinan su efectivada en la actualidad. Se centra en la necesidad del fortalecimiento de las relaciones multilaterales entre estados para lograr resultados efectivos en la lucha contra el narcotráfico, de igual forma, señala acciones, que podrían fortalecer la eficacia del proceso podrían contribuir al mejoramiento de los indicadores internacionales de Colombia en relación con su política antidrogas. This presentation addresses the main aspects of extradition as a mechanism to face the problem of drug trafficking, from the actions that must be carried out for approval by the Colombian government; all of this, from the recognition of the importance of extradition as an instrument of international cooperation from a historical and legal context, with which patterns are identified that describe its operation and determine its actuality. It focuses on the need to strengthen multilateral relations between states to achieve effective results in the fight against drug trafficking, in the same way, it indicates actions that could strengthen the effectiveness of the process could contribute to the improvement of Colombia's international indicators in relation to with its anti-drug policy.
